order sections even using scan-path

when you use scan-path you loose the ability to control how sections are ordered. now you can set section-sort=order and define one or more section-order=directory. These directory will appear below sectionless repository but above unspecified sections. ordering within section-order are preserved and unordered sections are sorted by name.
